I think we are not going to have serious or widespread community participation in this external forum without imbuing it with some kind of purpose. If it's just gonna be, well, people can show up and talk if they like - we already got the RMB for that, so what makes this place (which not all region members are even looking at) better?
Other regions use their external fora for a variety of purposes. Chief among these is regional government and citizenship - picking delegates and officers and setting regional policy by means that are less susceptible to packing by any old group that shows up. Now, this is not particularly relevant to a region that only recognizes borders for the same reason we recognize gravity - we can't alter or abolish it - but without some essential purpose I think having this forum is not a particularly useful thing.
Other things that go on in other regions' fora are regional "culture" activities, WA resolution drafting workshops, role-playing games, or time-passing spam games. To the extent we have a regional culture, it's focused on real life affinity for building some kind of new society in the shell of the old. So the most pertinent uses I can think of for this forum are as an infoshop clearinghouse for RL education and action resources; and as an emergency squirrel hole should we ever want to do more to resist raiders than snark at them as is our current habit.
More than happy to hear other options; but my gut feeling is we have somewhat different goals for playing NS than most other regions; and therefore are going to need different motivations and organizing principles to drive our external forum.
